Apple?s (AAPL) New iMac and iPad Mini Supply Constraints to Continue Until 2013

A DigiTimes report Wednesday suggests that Apple (AAPL)?s poor yields in the production of display parts for both the iPad mini and iMacs, will constrain shipments of both products throughout 2012.

?Mass production of panels used in the iPad mini has reportedly suffered low yield rates, and backlight module providers have also had a shortage of supplies, which is affecting the amount of iPad minis that can be shipped in 2012,? one of DigiTimes sources was quoted as saying.

Because of these issues, Apple, which is said to have set a 10 million shipment target for the iPad mini for the fourth quarter of 2012, may only reach 6 million during the period, according to the report.

?Additionally, the sources said new iMac models use panels sourced only from LGD. The company has had to develop a new production process for mass producing the iMac panels and has limited capaicty, which is delaying shipments?.

China Increases Launch Pace As Long March 3B Delivers ChinaSat-12 To Orbit

November 27, 2012 - A Chinese Long March 3B/E Launch Vehicle blasted off from the Xichang Satellite Launch Center, Sichuan Province, China at 10:13 UTC on Tuesday, November 27, 2012 on a mission to deliver ChinaSat 12 to Geostationary Transfer Orbit. The launch came just days after China?s most recent mission when a Long March 4C lofted Yaogan 16.

Initially, the flight was planned to occur last week, but hours before liftoff a leak on the launcher was detected leading to a launch delay to Tuesday. Liftoff of the launch vehicle was as expected and the initial phase of flight was reported to be nominal. Confirmation of mission success was given by Thales Alenia, the Satellite Manufacturer.

ChinaSat 12 is a communications satellite that was manufactured by Thales Alenia Space, France and will be co-operated by Supremesat, Sri Lanka, and Chinese communications provider China Satcom. To customers of SupremeSat, the vehicle is also known as SupremeSat-I.

The vehicle is based on the SB4000C2 Satellite bus featuring two deployable solar arrays and onboard batteries, a communications payload, propulsion systems and avionics for a total liftoff mass of 5,054 Kilograms. The Satellite is equipped with 24 C-Band and 23 Ku-Band transponders. ChinaSat 12 will provide communications coverage to Asia, Africa, Australia and the Indian Ocean as well as the Arabian Sea. The satellite will provide satellite broadcasting, data transmission, digital broadband multimedia system and media streaming services. SupremeSat will use the satellite for Direct-To-Home broadcasting.

The satellite is outfitted with a S400 Apogee Motor. The S400 series built by EADS Astrium are bi-propellant engines using Monomethylhydrazine and Mixed Oxides of Nitrogen as propellants. Depending on the version used, S400 provides 420 to 425 Newtons of Thrust with a specific impulse of 318-321 seconds.

The satellite will operate from 87.5 degrees East Longitude in Geostationary Orbit with an operational lifetime of 15 years.

Long March 3B/E is the biggest launcher of the Long March Family standing 56.33 meters tall with a main diameter of 3.35 meters and a liftoff mass of 458,970 Kilograms. It represents a recent improvement of the Long March 3B Launcher that first flew in 2007 and features a larger first stage and boosters than the CZ-3B to increase its payload capability to Geostationary Transfer Orbit to 5,500 Kilograms and Low Earth performance to 12 metric tons.

Long March 3B features a core stage and four-strap-on boosters and a second stage, all using storable propellants, being topped by a cryogenic third stage. The four strap-on boosters use 37,700 Kilograms of Unsymmetrical Dimethylhydrazine and Nitrogen Tetroxide as propellants. Each of the Boosters is 15.3 meters long and 2.25 meters in diameter. The strap-ons provide 740 Kilonewtons of thrust with their YF-25 engine and are jettisoned after burnout and fall back to Earth. The boosters burn just over two minutes. The Core Stage of the vehicle features four YF-20C engines that provide a combined thrust of 2,962 Kilonewtons. The stage is 23.3 meters in length and holds 171,800 Kilograms of storable propellants at blastoff. Stage 2 has a burn time of 2 minutes and 39 seconds. The second stage of the Long March 3B also uses Hydrazine and NTO as propellants on its way uphill. The second stage features a YF-22E Main Engine providing a thrust of 742 Kilonewtons as well as four 12kN Vernier Engines. The stage is 10 meters in length consuming 49,000 Kilograms of propellants during flight. It burns for just over three minutes before the third stage takes over.

Unlike the other stages, the third stage of the CZ-3B is powered by cryogenic Propellants. The upper stage of the Long March 3B is powered by two YF-75 Engines - each providing 79 Kilonewtons of Thrust. Third Stage propellants are 18,200 Kilograms of liquid Oxygen and liquid Hydrogen. The Upper Stage has a reduced diameter of three meters and is 12.4 meters long.

For Geostationary Transfer Orbit Missions, the third stage makes two burns with variable durations, the first puts the vehicle in a Parking Orbit while the second raises the Apogee to match Geostationary Altitude.

The payload fairing of the CZ-3B/E is 4.2 meters in diameter and separates about 4 minutes into the flight.

This launch marked the 173rd orbital launch by China and the 173rd flight of the Long March Rocket Family. If successful, it will be China?s 18th success of the year. The launch was the 76th orbital launch from Xichang and the 8th launch from Xichang in 2012.

Updates are on the way that will bring not only finalized Extender software, but also beta support for the Android platform and apps. Knowledge is power for survival when it comes to overcoming disasters. It is vital to get educated on how to survive in the event of a myriad disaster scenerios. Many people die or get injured because they did not adequately plan, prepare or mitigate for unseen emergencies. In order to win the war on disasters; American citizens must take disaster preparation seriously and strengthen themselves mentally, spiritually, and physically to overcome the challenges in the future.

The Federal Emergency Management Agency states on their website that there are actions that should be taken before, during, and after an event that are unique to each hazard. Each person or group should identify the hazards that have happened or could happen in their area and plan for the unique actions for each hazard. They further note that mitigation can be defined as actions to reduce loss of life and property by decreasing the impact of disasters.? What this means is??taking action now??before the next disaster?to reduce human and financial consequences later (analyzing risk, reducing risk, insuring against risk).? Effective mitigation requires that we all understand local risks, address the hard choices, and invest in long-term community well-being. Without these actions, people jeopardize their safety, financial security, and self-reliance and quality of life.

Building an emergency kit with first aid equipment and taking medical classes are best practices in mitigation that can assist in reducing risk and loss to families and the community.? It is important to analyze what type of hazards would affect the community during a disaster, as well the decision to shelter in place or evacuate to a safe location.? By following this risk analysis process, it would help clarify what type and size of container or bag to place first aid items inside, the quantity, what too and what not to pack, where to pack it, the environment, hazard scenario and number of people it can provide care too. Your first aid kit or emergency supplies should be designed around an all hazards approach that insures against the risk of not being able to treat or prevent hazards from overtaking you and your group. These hazards can cause temporary or permanent damage to the critical infrastructure of this nation. Therefore everyone should be a stakeholder in public safety and security of this nation. As a result, many are designing their first aid kits around temporary disaster events where there is a short recovery period, while others are preparing their kits for a total collapse of the system where medical resources will be hard to find.

Caution: for medical legal and health safety reasons-Disaster Preparers should think about:

  1. Preparing physically, mentally, and spiritually now to adapt to changes caused by impact of disasters and?continuity of civil and infastructure recovery.
  2. Familiarizing with their local, state and federal laws on the boundaries of giving care to humans, pets and livestock.
  3. Getting prior training on how to use the items in the first aid kit.
  4. Working as a trained and covenant group, not loner.
  5. Trying to get written certification or medical authority to perform certain procedures.
  6. Not going beyond their scope of practice or their medical certifications.
  7. Abiding by the local laws of what is allowed in your first aid or medical kit.
  8. (Personal, Force, Asset?Protection)Avoiding making themselves a target for thieves, murderers, drug addicts that use false emergency scenes or requests for help.

A first aid kit can be purchased at many stores, disaster preparedness organizations and online merchants. Medical supplies can also be purchased individually to build your own kit.? Some have also combined the two as one mitigation measure. Others have crafted their own replacement first aid products by improvising. They use tampons for bleeding, card board for splints, and other homemade items, or pet supplies for their kit?s inventory. The real issue is finding the right items and kit skin for your needs. There are many questionable claims to first kits such as the number of people that it can actually treat in an emergency, the quality, sterility and durability of items, the protective covering of the container or bag and excessive prices for minimal supplies. This is why it is vital to do a risk analysis and make appropriate mitigation decisions for your own needs from an all hazards approach.

Scientists design 3-D printed satellite

Seeking?a low-cost way to launch their experiments into space, a team of scientists has designed a space-ready, 3-D printed CubeSat.

CubeSats are standardized, tiny satellites, often only 3.9 inches on each side and weighing just under 3 pounds. They are so small that they have room for only a few sensors, and burn up in the Earth's atmosphere after just a few months. Kits cost under $10,000, which is considered cheap for the space industry. But Jacopo Piattoni of the University of Bologna and his team aim to drive the satellites' price down even further, while making the devices easier to customize.

In 3-D printing, a computer-directed nozzle "prints" a three-dimensional object in plastic. Often, engineers use this method to design a prototype for a product that will then be built out of metal or another, sturdier medium. But Piattoni?s team hopes their plastic CubeSat could survive launch and low-Earth orbit.

Using 3-D printers, researchers can automate the CubeSat production process. ?We don?t need a technician,? Piattoni said, adding that this also makes the process faster.

The CubeSat?s sensors and computer chips, of course, weren't printed in the lab, and the team had to add a small, metal heat sink to disperse the electronic components' heat. The method holds promise, though. When the researchers tested the chassis in near-space conditions, "it did really well," Piattoni said.

Piattoni chose ABS plastic, the same type of plastic used in Lego bricks, to construct his CubeSat because of that material's resilience to extreme temperatures, vibrations, radiation and more. A satellite will absorb a lot of solar radiation during its spaceflight, and its temperature will swing from -4 degrees F (-20 degrees C) to 176 degrees F (80 degrees C) each orbit. "It's not so easy for plastics in that environment," Piattoni said.

In fact, ABS plastic was famously indicted in a massive seat-belt buckle recall in the mid-90s because UV radiation weakened buckles made from the material. But such radiation, even at elevated levels, won't pose a problem for the CubeSat, due to its short lifetime.

With one successful satellite constructed, the team can now use the 3-D printer to crank out another copy each night. They can also test new designs or build support for other sensors or modules, just by clicking a few buttons on a computer.

The final product passed its tests with flying colors. Now, like most other CubeSats, it will hitch a ride into space as secondary cargo on a rocket already headed to its preferred orbit. Piattoni's team is working with QB50, which will put 50 CubeSats into orbit at once on a Russian Shtil-2.1 scheduled to launch in 2014.

The satellite was designed and tested by Piattoni and researchers in the University of Rome's Department of Astronautical, Electrical and Energy Engineering and the Department of Mechanical and Aerospace Engineering.

(AP) ? A European Union official has told The Associated Press Tuesday that a deal has been reached that would pave the way for Greece to receive the next installment of its much-needed bailout loans.

Part of the agreement is that the target for Greece's debt levels - one of the conditions of the deal going ahead - would reach 124 percent of its gross domestic product by 2020. The original goal had been 120 percent of GDP.

Mario Draghi, President of the European Central Bank, welcomed the agreement.

"It will certainly reduce the uncertainty and strengthen confidence in Europe and in Greece," Draghi said.

This was the third time in the last two weeks that finance ministers from the 17 European Union countries that use the euro had tried to hammer out a deal on the next installment of bailout money for struggling Greece.

The installment, desperately needed by Greece, will total some ?44 billion ($57 billion).

Greece, which is heavily in debt, is predicted to enter its sixth year of recession shortly, and there had been fears that it might be forced to drop out of the eurozone, destabilizing other countries in the process.

The so-called troika of the European Central Bank, IMF and the European Commission, which is the 27-country EU's executive arm, have twice agreed to bail out Greece, pledging a total of ?240 billion in rescue loans ? of which the country has received about ?150 billion so far. In return for its bailout loans, Greece has had to impose several rounds of austerity measures and submit its economy to scrutiny.

Greece's fortunes are inextricably tied to the rest of the eurozone. Without the bailout funds that have been keeping it afloat since May 2010, the country would default and could end up having to leave the eurozone. This could have a domino effect on other financially troubled eurozone nations.

Any political agreement made on Tuesday will have to be submitted to national parliaments in some countries. After that, the finance ministers plan to hold another meeting, either in person or by telephone, to give final approval to the disbursement.

Grammy-winning bassist injured in Swiss bus crash

(AP) ? Grammy-winning jazz bassist Marcus Miller and several members of his band were injured when their bus overturned Sunday on a busy highway in Switzerland, killing the driver, police said.

The German-registered private bus tipped over as it drove into a bend on the A2 highway in central Switzerland and came to a rest on its side, police in the canton (state) of Uri said. The bus was carrying 13 people ? two drivers and 11 members of the Marcus Miller Band, including Miller.

Over his career, the bassist has worked with jazz greats such as Miles Davis, Dizzy Gillespie and Wayne Shorter, according to his website. He won two Grammys, his first coming in 1991 for Best Rhythm & Blues Song ("Power of Love") along with Luther Vandross and Teddy Vann, and the second came in 2001 for Best Contemporary Jazz Album ("M2").

The band was on its way from Monte Carlo to the Dutch town of Hengelo, the next stop on the American band's tour, where it was due to perform Monday.

The driver who was at the wheel at the time of the accident sustained fatal injuries. Police spokesman Karl Egli said the 12 passengers were injured and taken to hospitals, but none had life-threatening injuries.

Miller was discharged from the hospital later Sunday, as were fellow band members Alex Han and Kris Bowers, but some other band and crew members were being kept in hospitals overnight, according to a post on Miller's official Facebook page.

The cause of the accident was not immediately clear. Police believe no other vehicles were involved.

Kevin McHale's daughter dies at 22

(AP) ? The daughter of Houston Rockets coach Kevin McHale has died at 22.

The death of Alexandra "Sasha" McHale was announced by the team Sunday. No other details were released.

Kevin McHale has been on leave since Nov. 10 to deal with what the team called a personal family matter.

Team owner Leslie Alexander said in a statement that he extends his "deepest condolences" over the loss of the McHales' "beautiful daughter." He called Kevin and wife Lynn "loving and dedicated parents who will need our continued support throughout this very difficult time." He said the "entire organization is mourning."

Kelvin Sampson has been the interim coach. There is no timetable for Kevin McHale's return.

After working in the Oakland, California schools for 24 years ? one of the toughest districts in the country ? Anthony Cody has seen and led a good bit of change in education. From teaching high needs students to building collaborative communities of teachers, Cody has made a big difference.

Now an active blogger (he writes the Living in Dialogue blog for Education Week), Cody is able to apply what he?s learned through guiding other teachers, many of whom are struggling with same? issues he did as a teacher. One of the biggest issues? Students facing poverty and other difficulties at home often simply can?t meet expectations at school. In 2011, Cody organized the Save Our Schools March in Washington, D.C., responding to frustration with federal policies ? namely the continued focus on standardized tests.

Today, Cody shares more about what he?s learned over a long career, and what he hopes for the future of education.

Can you describe how your professional achievements have advanced innovation in education?

In the Oakland schools, where I worked for 24 years, I developed a program called TeamScience that paired experienced science teachers with novices in order to give them support and help them become effective. This program started in 2007, and has served more than 100 teachers in the District. Now in its sixth year, it has served to increase the retention of both the experienced teachers and novices, and student performance in science has improved significantly.

I also worked with the Oakland Effective Teaching Task Force and helped organize the first Oakland Teachers? Convention. The recommendations from this event resulted in an expansion in teacher-led professional development and teacher inquiry in the schools there.

I have contributed to two reports addressing important issues for the teaching profession, written with other members of Accomplished California Teachers. The first, A Quality Teacher in Every Classroom, reviews current teacher evaluation practices and suggests ways the evaluation process could be strengthened. The second, Promoting Quality Teaching, was just released, and it offers ways to improve teacher pay and career pathways.

What has changed as a result of your efforts?

TeamScience, the mentoring program I described, has helped create a stronger level of collaboration and collegial support among science teachers in Oakland, and improved teacher retention and student outcomes.

The Mills Teacher Scholars has expanded as a result mainly of the excellence of their work, but was also helped by the attention I helped bring through my blog.

The reports I mentioned have been used by a number of school districts and the California state legislature when contemplating changes to evaluation and compensation systems.

How can others facing similar challenges implement what you?ve learned through your work?

The posts I reference provide more detailed advice about how to implement these strategies.

How have you applied technology in innovative ways to support your work?

In preparing the reports, we hosted online meetings where participants could share their thoughts in a live discussion, through their computers.

What is the biggest obstacle you have had to overcome to ensure students are receiving a quality education?

The Oakland schools are a challenging place to work, as are many high poverty school systems. These conditions, and the low pay, result in very high turnover levels for teachers. This makes it difficult to raise the level of teaching at a school, because we lose people just when they are getting their feet under them.

What is your region doing well currently to support education?

The voters of California just voted to raise taxes to support education. This will allow us to recover a bit from years of harsh budget cuts. ?There is also an innovative program in California called the Quality Education Investment Act (QEIA), which provides high poverty schools with support to lower class sizes and give teachers more time to collaborate.

What conditions must change in your country to better support education?

The first conditions that must be changed are those affecting the lives of our students. Political leaders are operating under the mistaken idea that our schools can improve student outcomes while we ignore the fact that more and more of our students are living in poverty. For the past decade we have attempted to spur growth by punishing teachers and schools for low test scores. This has only served to narrow the curriculum and encourage teaching to the test. In order to support education, we need to stop equating learning with test scores, and allow schools far greater flexibility in measuring student outcomes. We should expand programs like QEIA, which provide schools with resources needed for teacher collaboration and small class sizes.

What is the best opportunity for innovation in education?

The best opportunity for innovation lies in the innate curiosity and creativity of our students and teachers. If we can only unleash it by abandoning the idea that excellence will come from standards and tests.

What advice would you give a new teacher (or to anyone wanting to make a difference in education)?

Choose your school carefully. Make sure you do not land in a school where you are handed a script and a set of test blueprints to prepare your students for. Learn who your students are, in every dimension. Pay attention to their culture, to the challenges they face in their community, and to the ways you can get support from their family. Look to all of these for things that strengthen your student, for assets they bring to school. Build on these strengths.

What educational ?trend? do you think is helping students? Is there a trend that is getting in the way of learning?

I think the trends towards authentic ?place-based? and ?project-based? learning are very encouraging. The trend towards virtual education is a big concern. I think online education is being aggressively sold, and is likely to be disappointing.

If you could give one educational tool to every child in the world, what would it be? Why?

Self-confidence. Students need experiences that confirm to them their own powers of observation and analysis. They need practice acting on the world and succeeding at understanding and changing it. Once they own this power, they can use it throughout their lives.

DUBAI, United Arab Emirates (AP) ? The courtship of Hamas between rivals Iran and Qatar has been one of the Middle East's intriguing subplots of the Arab Spring. The bloodshed in Gaza has now sharpened their competition for influence with the Palestinian militant group and the direction it takes in the future.

Qatar has sought to use its vast wealth to win over Hamas with investments and humanitarian aid and encouraging Arab partners to do the same ? part of the hyper-rich U.S. allied nation's broader campaign to bring under its wing Islamist movements that have risen to power in the region the past two years. Qatar's influence with Hamas could edge it away from armed action toward diplomacy.

Iran, meanwhile, is invigorating its longtime role as the builder of the rocket arsenal for Hamas' military wing.

For Hamas, there are benefits in both directions ? and it's happy to play both sides. During a celebration rally in Gaza City after an Egyptian-mediated cease-fire came into place ending fighting between Israel and Hamas, Gazans wildly waved flags of Qatar, along with those of Egypt and Turkey, in gratitude for those countries' diplomatic support.

At the same time, Hamas' leader-in-exile Khaled Mashaal, who is based out of Qatar, gave a very public thanks to Iran for standing by Gaza with crucial military assistance. Fighters in Gaza also hailed the new reach of their arsenal, with Iranian-designed Fajr-5 rattling Israel by reaching the outskirts of Tel Aviv and Jerusalem.

Visiting the Syrian capital Damascus on Friday, Iran's parliament speaker Ali Larijani, who is close to the country's supreme leader, promised leaders of Palestinian militant groups that his country would continue to boost "the resistance's capabilities in confronting the Zionist arrogance and aggression," according to Palestinian official Khaled Abdul-Hamid, who attended the meeting.

The reminder of Hamas' reliance on Iran for weapons could help smooth a relationship that has been running through a rough patch because of the civil war in Syria, Iran's top ally.

Embarrassed by the Syrian regime's crackdown on a mainly Sunni Muslim uprising, Hamas leaders based in Damascus for years broke with Syria and left for Qatar and Egypt. Though Iran continued to send weapons to Hamas, the break undermined the "Axis of Resistance" grouping Syria, Hezbollah and Hamas that Iran has assembled in the Arab world.

It's doubtful Iran can fully reclaim its position as the main big brother for Hamas. But Tehran's image is certain to receive some lingering boost in Gaza.

For Hamas, hyper-rich Qatar is a political and economic lifeline, a key part of the militant group's attempts to bolster its ties with the Western-backed Gulf states in efforts gain more international legitimacy. Last month, Qatar's emir became the first head of state to visit the Gaza Strip since Hamas took control five years ago. The Gulf state pledged nearly $500 million in aid and a song called "Thank you, Qatar" played on Gaza radio and TV as the emir was given a hero's welcome.

During the heat of the Gaza battle the past week, Qatar's prime minister gave a blistering dressing down to the Arab League during an emergency meeting, saying Arab nations had to do more to fight Gaza's poverty and isolation than just pass resolutions.

"We can't give hope without delivering," Sheik Hamad Bin Jassem Al Thani told the gathering last week in Cairo.

Two days after his outburst at the Arab League meeting in Cairo, Sheik Hamad suggested that his country would be willing to open dialogue with Israel on a long-term Gaza truce if it leads to lifting the blockade. The Arab Spring, he added, has made Israel feel more vulnerable, but also perhaps more ready to make deals.

"We need to talk with everyone to reach a comprehensive peace," he told CNN on Monday.

For Qatar, the outreach to Gaza also is part of far wider ambitions to become a major policy-shaper in the Middle East. The tiny Gulf nation has emerged as a strong backer of the Muslim Brotherhood, which has risen to power in Tunisia and Egypt after the fall of those countries' autocratic leaders in early 2011.

In February, Qatar brokered talks between Hamas' Mashaal and his longtime rival, internationally backed Palestinian President Mahmoud Abbas.

Qatar has also sought to influence Syria's rebels. This month, it hosted Syrian opposition groups in a breakthrough effort to unite rebel factions under one coalition, which has opened the way for greater international recognition and promises of aid. Qatar had led calls to supply Syrian rebels with heavy weapons to counter air and tank attacks by Bashar Assad's forces. Qatar also was a key backer of the Libyan uprising.

On Thursday, Qatar also invited the newly formed Syrian opposition coalition to appoint its ambassador to the Gulf state, the Qatari news agency reported.

Salman Shaikh, director of The Brookings Doha Center in Qatar, said it's not a matter of "having to go all for Iran or all for Qatar.'

"What Qatar is trying to do is change the reality. They are trying to blaze a trail that will weaken the international isolation of Gaza from the Israeli blockade," he said.

Qatar has so far stopped short of offering any kind of military support for Gaza to avoid a rift with Washington, Israel's most powerful ally.

Iran takes a very different view.

Officials in Tehran boasted this week about its longtime arms support for Hamas militants ? part of Iran's bookend strategy to equip anti-Israel factions in Gaza and Hezbollah in Lebanon on Israel's northern border.

Gen. Mohammad Ali Jafari, the head of the Revolutionary Guard, said Iran supplied fighters in Gaza with the technology to "quickly" produce the Fajr-5 missiles. The statement fits with previous Iranian denials that it is not directly sending missiles to Gaza, but suggests close coordination on construction and movement of supplies, presumably through the smugglers' tunnels linking Gaza and Egypt.

The Gaza fighting, at the least, bought Iran some restored street credibility as its image was battered by its backing for the regime of Syrian President Bashar Assad.

"The war with Israel reminded Hamas that Israel is the main issue not Syria," said Heshmatollah Falahatpisheh, a professor in politics in Tehran's Allameh University.

But Hamid Reza Shokouhi, editor of Iran's independent Mardomsalari daily, said the bump in Iran's popularity with Gazans could be only "short-term." He questioned whether Iran could sustain its influence in Gaza against the almost unlimited resources of Qatar and its Gulf partners.

Iran's Foreign Ministry and a parliamentary committee have applied for permission to visit Gaza in the coming weeks via the border crossing with Egypt, said Hasan Qashqavi, deputy foreign minister in charge of consular affairs.

Qatar's prime minister said the competition for influence is Gaza only likely to intensify as other nations such as Turkey and Egypt reach out.

"We are not trying to take Hamas from anybody else, from Iran or others," he said in the CNN interview. "Hamas, they have to decide for themselves. I think they are pretty mature to decide for themselves."

(AP) ? South Africa spent more than $3 billion on the 2010 World Cup, and in return gained an "intangible legacy" from the first world soccer showpiece in Africa, the country's government said Friday in its final report on the tournament.

In the "2010 FIFA World Cup Country Report," released nearly 2? years after the event, South Africa's government said it spent $1.1 billion on building and upgrading stadiums alone.

Transport was the biggest cost, with $1.3 billion dedicated to improving road, rail and air links and a further $392 million on the country's main ports of entry.

In the absence of any final definitive figures on how much South Africa earned in total from being the host, the report said the World Cup had left an intangible legacy of pride and unity among South Africans and had changed the country's image as undeveloped, crime-ridden and dangerous in the eyes of the rest of the world.

"To top it all, we didn't have lions roaming the streets and we did have ATMs," the report, published by the ministry of sport, added light-heartedly.

It did predict a $6 billion boost to South Africa's economy as a result of the monthlong World Cup, according to a study by risk analysis and finance company Grant Thornton, but that was a mid to long-term projection.

FIFA reported it made a $631 million profit from the 2007-10 World Cup cycle and earned income of $3.65 billion from 2010 World Cup contracts. FIFA said it spent $1.298 billion on the World Cup in South Africa and also gave $100 million to the World Cup Legacy Trust, a fund that supports grassroots soccer projects.

"The World Cup in South Africa was a huge, huge financial success for Africa, for South Africa and for FIFA," FIFA president Sepp Blatter said in 2011 as the world body published its own financial report.

While critics have said that such a huge outlay on a 30-day sports event was impractical for South Africa ? and the final word on whether it was an economic success was still pending ? the government could argue that it had already earned over $400 million from the more than 300,000 tourists that visited for the World Cup.

The upgrade to much of South Africa's transport infrastructure was a long-term investment, the government said.

The expensive World Cup stadiums are still underused, however, and some are losing money. The Cape Town Stadium ? reportedly the most expensive of the seven new venues at $600 million ? is in the most trouble.

"This report will also serve as a reference guide and benchmark for planning other major sporting events," South Africa's government said in a statement to introduce the publication, which featured the 2010 World Cup logo and was embossed with shiny gold letters.

South Africa has said it is considering a bid to host the 2024 Summer Olympics.

In combat, Sarah prefers "blitzkrieg" tactics to standard military "cover to cover". She has charged piss poor odds more times than anyone else on the team wants to remember, but somehow she always manages to survive till they come to back her up.

Likes/Dislikes: A hearty believer in booze, bad behavior, and shenanigans (usually mixed together), Sarah enjoys the party life. She's also a fan of listening to Kouga talk, though she'd never admit it to him.
Quirks: Though she's never been to Ireland, Sarah picked up the lilt from somewhere. Once she's had a few drinks in her, she's unintelligible. She also habitually chews on things, usually a bullet or the handle of her knife.

Equipment/Training History:Guerrilla warfare has always been Sarah's specialty, even as a child. She was often praised by her cadre for finding the most unorthodox or sideways tactic to solving a problem, especially in combat scenarios.In actual hand-to-hand, however, her instructor described her as "hopeless". She eschewed forms and accuracy for raw power, which although she usually won the fights, she celebrated from a rack in the infirmary.

Booms and bangs were her other love affair. Since she was so mobile and hard to track, the role of saboteur and explosives expert fell onto her as easily as a saddle on a horse. She learned chemistry, electrical engineering, fabrication, combat wiring, and anything else that would improve her "scores" in combat. She never goes anywhere without some sort of explosive, whether it's issue or handmade.

Biography: Born in 2560, on a dusty shitball of a planet called Orokos, Sarah's parents never thought she'd amount to anything. That made sense, on account of them being stim fiends and neglectful, but that didn't stop Sarah. On the fateful day that the men in suits came to her neighborhood, she was at her meanest. Her parents had freshly beaten her that morning, and denied her breakfast for the fourth day in a row. Hurt and angry, Sarah wandered the streets until she met up with a group of boys having lunch. She tried asking politely for them to share, then trying to cut a deal, but after they denied her over and over, she'd had it. Later on, she'd hear how she wasn't even the candidate they were interested in, but after Sarah beat their candidate (as well as his four buddies) to an inch of his life over a scrap of bread, they decided that if they could tame this child, she'd make a good warrior.

Basic training was the rudest wake up no-one had ever prepared her for. At eight, Sarah was small for her age, and as such she was at a disadvantage. Learning to respond to orders the first time was probably the most difficult, yet the most important lesson she learned in her entire training career. Her cadre refused to praise her when she did things right, but to Sarah, the fact that she did it right at all was praise enough. Her team became her family, and she swore to herself that she'd give her all for this family like she never could for her old one. In any team exercise, Sarah excelled when the team recognized her strengths and weaknesses, incorporating her into their dynamic fluidly.

After three years of basic, Sarah's class moved on to the advance course. Weapons, tactics, fighting and school were the flavors of the day, though they still had to keep up their basic skills. The cadre found out early on that though she was a fair shot with almost any weapon, her accuracy was no sparkling apple. Likewise, she never reached the top of the class in fisticuffs, though the head boys lived in fear of getting into fights with her. No one likes mutually assured destruction, after all. Tactics and school were where Sarah excelled, however. Her cunning mind and off the wall thinking often put her teams ahead on obstacle courses or survival scenarios. In the classroom, she was a juggernaut. Every scrap of knowledge and information was sucked into the hungry maw of her mind and locked away forever. Not only could she regurgitate the information, but Sarah learned how to apply it to new situations as well.

At the ripe age of ninteen, the initiates had to make it through a competition that would test everything they'd learned, in order to prove their worth to the SPARTAN program. The contest was straightforward enough. Run the obstacle course, navigate a maze, beat an AI in a game of logic, and fight one of the older SPARTAN's. Sarah ran the course faster then the other children, but got caught up in the maze and AI games. She eventually bested the AI, but it put her in the disqualifying half of the team. Her last hope was to beat the SPARTAN before any others, and she tackled the problem head on. Literally. Her opening move was a shoulder check that caught her sparring partner by surprise and threw him to the ground. They wrestled for a bit, trading blows and shouting at each other, before the SPARTAN surrendered. He shook her hand and confessed that Sarah'd frightened him a bit, earning a big smile from her.

While she didn't pass with honors, Sarah Briggs wasn't last in line either. The selectees were congratulated on their progress and sent to medical to begin the procedure. They had the process down from so many years of performing the surgeries, so it was simply routine as normal for the doctors. Sarah wasn't unfamiliar with surgery either, calling the Infirmary a "second home" in basic. In the following weeks, when asked how she felt, Sarah always replied, 'Finnaly feels like I got th' strenght o' body ta fit me spirit!'. She spent the allotted two weeks they were given after the surgery to bulk up a little more, reveling in the new power she had at her disposal.

Sarah knew exactly what she wanted her armor to be when they called her in. She wanted mobility and carrying capacity, even if it meant sacrificing armor plating. She debated hotly back and forth with the engineers about it until they reached an agreement. The armor would be slightly less armored than most other SPARTAN suits, but to compensate it would have a higher capacity shield generator. While she waited for the suit design and fabrication to start, Sarah was led to the most crucial part of the armor, the A.I. The scientists left her alone with the holoprojector that contained her unit, telling her to get to know it better than anyone else she'd ever known. At first Sarah thought the projector was broken, because for half an hour it sat dark. She began poking and prodding at it, musing to herself out loud, before stumbling across the on button. Her AI popped up immediately, startling her and causing her to fall backwards onto her rear.

They discussed a great many things in that first couple hours together, and Sarah quickly learned why this particular AI was chosen for her. He countered her perfectly in every way, yet still meshed with her in a harmony that is normally only dreamed of. Finally, a scientist came in and moved Kouga to a portable holo tank so they could continue getting to know each other while Sarah made the final decision on her armor. She of course loved it, and they began production immediately.

After many months of training and getting used to her armor, Sarah was assigned to her first unit, Spartan team Halsey. She was of course reverent of the reputation she'd now have to uphold. It was a great honor to her to be assigned to a unit named after the creator of the SPARTAN program. During the first weeks with her team, she spent most of her time quietly observing the others, but once she felt she knew them enough, Sarah let her true personality shine through. She knows with confidence that she'd take a bullet for any one of them.
