Christmas attacks in Nigeria by sect kill 39 (AP)

LAGOS, Nigeria ? Terror attacks across Nigeria by a radical Muslim sect killed at least 39 people Sunday, with the majority dying on the steps of a Catholic church after celebrating Christmas Mass as blood pooled in dust from a massive explosion.

Authorities acknowledged they could not bring enough emergency medical personnel to care for the wounded outside St. Theresa Catholic Church in Madalla near Nigeria's capital. Elsewhere, a bomb exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast as part of an apparently coordinated assault by the sect known as Boko Haram.

The Christmas Day violence, denounced by world leaders and the Vatican, shows the threat of the widening insurrection posed by Boko Haram against Nigeria's weak central government. Despite a recent paramilitary crackdown against the sect in the oil-rich nation, it appears that Africa's most populous nation remains unable to stop the threat.

The White House condemned what it called a "senseless" attack, offered its condolences to the Nigerian people and pledged to assist authorities in bringing those responsible to justice.

In a statement, Britain's Foreign Secretary William Hague said, "These are cowardly attacks on families gathered in peace and prayer to celebrate a day which symbolises harmony and goodwill towards others.".

The first explosion on Sunday struck St. Theresa Catholic Church just after 8 a.m. The attack killed 35 people and wounded another 52, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency.

Though billions of dollars of oil money flow into the nation's budget yearly, Luguard's agency could only send text messages to journalists asking for their help in getting more ambulances.

Those wounded filled the cement floors of a nearby government hospital, with television images showing them crying in pools of their own blood. Corpses lined an open-air morgue.

The bombing and the delayed response drew anger from those gathering around the church after the blast. The crowd initially blocked emergency workers from the blast site, only allowing them in after soldiers arrived.

"We're trying to calm the situation," Luguard said. "There are some angry people around trying to cause problems."

In Jos, a second explosion struck near the Mountain of Fire and Miracles Church, state government spokesman Pam Ayuba said. Gunmen later opened fire on police guarding the area, killing one officer, he said. Two other locally made explosives were found in a nearby building and disarmed.

By noon Sunday, explosions echoed through the streets of Damaturu, the capital of Yobe state where fighting between security forces and the sect already had killed at least 61 people in recent days. The most serious attack on Sunday came when a suicide bomber detonated a car loaded with explosives at the state headquarters of Nigeria's secret police, the State Security Service.

The bomber killed three people in the blast, though the senior military commander apparently targeted survived the attack, the State Security Service said in a statement.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with public.

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria, a multiethnic nation of more than 160 million people. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

This Christmas attack comes a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties. That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting the group has remained difficult, as sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger. Analysts say political considerations also likely play a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

In a statement, Jonathan condemned the blasts as a "unwarranted affront on our collective safety and freedom."

"I want to reassure all Nigerians that government will not relent in its determination to bring to justice all the perpetrators of today's acts of violence and all others before now," Jonathan said.

However, Jonathan has made the same promises after a series of spiraling attacks by the group. His spokesman, Reuben Abati, defended the president by saying the country planned to spend more on security and had made arrests targeting the group.

"The administration is very determined to address this new threat of terrorism that seems to have slipped into our environment," Abati told the AP.

But anger continues to grow over the sect's apparent ability to strike at will ? anger that could be seen at St. Theresa Catholic Church. After the blast, someone picked up a burnt piece of wood to scrawl: "Revolution now in the country" on its cement walls.

Military Home Front: Canceled flight can't steal Christmas

Early one December morning, we bundled up the boys and headed out into a blowing New England snowstorm to begin our annual trek home to North Carolina for the holidays.

Besides the snowplow we followed down that dark highway, our minivan was the only vehicle on the road.

We had booked the first flight out, anticipating weather delays and heavy crowds at the airport, which we had grown accustomed to while living in Maine. But a little snow couldn't dampen our spirits. We were going home for Christmas.

When Wade sidled the van up to the curb, a jolly skycap greeted us with more cheer than a crowd of carolers. He joked with the boys and stacked our suitcases on a cart like Santa's sleigh.

The boys were beyond happy. They were giddy. Being military dependents, they had always lived far away from our extended family, which made it difficult to visit often.

Each year, Weston and Wyatt reacquainted themselves with their cousins and, thankfully, 12 months of growth spurts between visits never seemed to change their bonds with one another.

As I waited with the boys and our bags, I noticed that Wade was at the ticket counter longer than usual. I began to get nervous, and the boys were getting antsy. Wade finally made his way over and gave me a quick briefing: There was a problem with our connecting flight from Detroit or Chicago or New York or wherever we were supposed to change planes.

Apparently, the snow had already delayed and canceled flights elsewhere, and ours happened to be one of those "elsewhere" flights. I tried to remain calm and happy so the boys would not sense our holiday was in jeopardy.

Wade went back to the ticket agent while I waited, reassuring the boys, "Daddy is going to work things out," all the while pushing back a sense of dread that had begun to form in my stomach.

Jolly the Skycap passed by with another sleigh full of someone else's bags and noticed us still waiting, the boys parked atop our mountain of bags and blissfully unaware of the frantic search for connecting flights going on at the ticket counter. He stopped to inquire about our predicament, a look of true concern on his face.

The departure time and last call for passengers on our flight came and went, and there we sat, like the Grinch and his little dog with reindeer antlers, atop their mound of stolen gifts and decorations, waiting for the Who's down in Who-ville to wake up and discover Christmas had been snatched right out from under them.

That's when Wade, poor thing, returned to break the awful news that Christmas, or at least our Christmas at home in North Carolina, had indeed been taken away.

There were no seats available on any connecting flights, he announced, and no guarantee that if we flew out of Maine that we'd ever arrive in North Carolina in time for Christmas.

With the likelihood that we might just find ourselves stuck, sleeping on the floor of an airport terminal in a very un-Christmassy place like Wilkes-Barre, Scranton or Cleveland, Wade decided we wouldn't risk the first leg of our trip.

Back to Maine

I couldn't believe that there wasn't one single flight, somewhere, with four seats or even two; Wade and I each could hold one boy in our laps, if need be, to get us home, if not today, tomorrow, or the next day.

We'd come back to the airport in snow, ice or freezing rain for the chance to see our family again.

I suggested we drive. If we started, we could drive all day and through the night to get there in just two short days. The roads were too treacherous, Wade explained.

He obviously already had weighed all our options before leaving the ticket counter, and he had come to the grim conclusion that we had only one: Drive back to our house in Maine and spend our holiday there with just our own little family - no cousins, aunts or uncles, no hugs and kisses from Grandma, no Mom's famous fruitcake, no ripping open presents on Christmas Eve.

The reality sunk in. And it stunk. I knew I shouldn't look over at the boys' faces, for fear I'd burst into sobs myself, but I did it anyway, and my heart broke.

Tears streamed down their once-gleeful faces, their bottom lips quivered uncontrollably; I had to look away to contain myself. I knew I had to stay positive for them. Knowing if I opened my mouth to speak, I'd only cry instead, I chose to stay mute and collect our belongings as Wade left us to retrieve the van from long-term parking.

The now-not-so-Jolly Skycap stood waiting with us at the curb, shaking his head, muttering, "That's not right."

As our Jolly Skycap wished us a Merry Christmas, I think I saw a tear in his eye. It was then that I allowed my own tears to fall, and I sobbed silently all the way home. Of course, we survived that Christmas. It was a beautiful white Christmas, with snow up to the boys' knees.

We spent quiet, lazy days together, just the four of us, and those memories will stay with us forever.

It was that Christmas that I truly learned what all military families know: Christmas is not in a place; it's in your heart.

Reds trade Wood, 2 others, to Cubs for Marshall

CINCINNATI - The Cincinnati Reds acquired left-handed reliever Sean Marshall from the Chicago Cubs on Friday for young lefty starter Travis Wood and two other players.

It was the second time in a week that the Reds gave up several prospects for pitching help. They earlier sent four players, including Edinson Volquez, to San Diego for starter Mat Latos.

The 29-year-old, 6-foot-7 Marshall was 6-6 with a 2.26 ERA last season. He had five saves. The Reds have been in talks to try to re-sign closer Francisco Cordero, who became a free agent after last season.

"Sean has been one of the best and most durable relievers in baseball the last couple of seasons," Reds general manager Walt Jocketty said in a statement.

The 24-year-old Wood made 35 starts for the Reds over two seasons. He finished 6-6 with a 4.84 ERA in 2011, with a stint in Triple-A after struggling early in the year.

The Cubs also get 24-year-old outfielder Dave Sappelt, who batted .243 in 38 games with the Reds, and 19-year-old infield prospect Ronald Torreyes, who batted .356 in 67 games for Class-A Dayton.

"Twenty-four-year old left-handed starters who have already had success in the big leagues don't grow on trees," Cubs president of baseball operations Theo Epstein said. "We had to give up a great relief pitcher in Sean Marshall and someone we were proud to call a Cub, but we think to acquire Wood and the two young guys, it was worth doing."

Wood made 17 starts for the Reds in 2010, going 5-4 with a 3.51 ERA. He took a perfect game into the ninth inning against the Philadelphia Phillies before giving up a double to Carlos Ruiz, and left after finishing the ninth with the game scoreless.

Wood began last season in the Reds' starting rotation, made 10 starts for Louisville, then returned to Cincinnati. He also had four relief appearances for Cincinnati.

"He had a little bit of a down year last year, a little bit of a sophomore slump, but we still think all the ingredients are there to make him an excellent starting pitcher in the big leagues and you tend to not be able to get guys like that after their strong rookie years," Epstein said. "But sometimes you have a chance to get them after they take a little bit of their lumps on the learning curve."

Wood said he relied too heavily on his cutter last season and "lost the ability to really stick that four-seam (fastball) in there." His control was off, but he also sees a shot at redemption in Chicago.

"I think it's a great opportunity for me," he said. "The Reds do have a lot of depth in their rotation. ... Hopefully, I can get to Chicago and make a difference."

Besides the addition of Latos, the Reds return starting pitchers Johnny Cueto, Mike Leake, Homer Bailey and Bronson Arroyo. Aroldis Chapman, a left-handed reliever in his first two seasons, is also a possible starter next season.

In another move, Cincinnati claimed reliever Josh Judy off waivers from Cleveland. The 25-year-old right-hander pitched in 12 games over four stints with the Indians last season, with no record and a 7.70 ERA. He was 6-2 with a 3.12 ERA and 23 saves at Triple-A Columbus.

Epstein said the Cubs could still use some more starting pitchers in their farm system and at the major league level. He also said they're weighing ace Matt Garza's trade value versus locking him into a long-term deal. The right-hander was tendered a contract last week and is eligible for arbitration.

"It's hard to find top-of-the-rotation-type guys, so if you have them and there's a way to keep them around, I think that's always compelling for the club," Epstein said. "Now, that said, we're in a mode where we have to listen on everybody. If there's a way to improve the long-term outlook for this club in a significant manner, then we just can't look past opportunities like that. We're not in a situation where we have to do anything with Garza, but generally, we're in the business right now of taking our short-term assets and turning them into long-term assets."

Things were a lot less clear back in early 2011 when Nokia announced it would abandon its burning platform for Windows Phone 7. Amidst that uncertainty, Espoo pledged to give select developers an E7 as well as a mystery device running Redmond's bits in the near future. The company's now making good on the latter part of that promise, informing those registered under its Launchpad program that their gratis hardware is ready to ship. Kindly forwarded by a tipster is email proof (seen after the break), which in non-redacted form would provide instructions for procuring a complimentary Lumia 800. Previous whispers suggested the Lumia 710 will also be part of the scheme, so your mileage may vary. Still, a free handset is better than none -- or at the very least a Nokla, right?

PILnet: the Global Network for Public Interest Law is seeking a full-time Legal Officer for its Pro Bono Program. He/She will be based in PILnet?s Budapest office.

PILnet is an international NGO devoted to building a global network to activate, empower and connect those who use legal tools to work in the public interest (www.pilnet.org). PILnet connects with local partners to develop the institutions essential to rights-respecting societies. It inspires lawyers to serve the public interest, strengthens the ability of civil society to help shape law and policy and makes formal systems of justice more accessible. In addition to its New York headquarters, PILnet conducts its work from offices in Budapest, Moscow, and Beijing.

The Pro Bono Legal Officer is responsible for coordinating the global pro bono clearinghouse run by PILnet, long-term relationship building with NGOs and legal professionals, and managing several projects in Europe, including the annual European Pro Bono Forum. The Legal Officer reports to the Director for Europe and works in close collaboration with the organization?s other legal officers.

Key responsibilities

  • Excellent communication skills including fluency in written and spoken English required; working level in at least one Western European language (French, German, Spanish) required; additional European language skills strongly desireable.

Forest thinning to help prevent or reduce severe wildfire will release more carbon to the atmosphere than any amount saved by successful fire prevention, a new study concludes.

There may be valid reasons to thin forests ? such as restoration of forest structure or health, wildlife enhancement or public safety ? but increased carbon sequestration is not one of them, scientists say.

In research just published in Frontiers in Ecology and the Environment, Oregon State University scientists conclude that even in fire-prone forests, it's necessary to treat about 10 locations to influence fire behavior in one. There are high carbon losses associated with fuel treatment and only modest savings in reducing the severity of fire, they found.

"Some researchers have suggested that various levels of tree removal are consistent with efforts to sequester carbon in forest biomass, and reduce atmospheric carbon dioxide levels," said John Campbell, an OSU research associate in the Department of Forest Ecosystems and Society. "That may make common sense, but it's based on unrealistic assumptions and not supported by the science."

A century of fire suppression in many forests across the West has created a wide range of problems, including over-crowded forests, increased problems with insect and pathogen attack, greater risk of catastrophic fire and declining forest health.

Forest thinning and fuel reduction may help address some of those issues, and some believe that it would also help prevent more carbon release to the atmosphere if it successfully reduced wildfire.

"There is no doubt you can change fire behavior by managing fuels and there may be other reasons to do it," said Mark Harmon, holder of the Richardson Chair in Forest Science at OSU. "But the carbon does not just disappear, even if it's used for wood products or other purposes. We have to be honest about the carbon cost and consider it along with the other reasons for this type of forest management."

Even if wood removed by thinning is used for biofuels it will not eliminate the concern. Previous studies at OSU have indicated that, in most of western Oregon, use of wood for biofuels will result in a net loss of carbon sequestration for at least 100 years, and probably much longer.

In the new analysis, researchers analyzed the effect of fuel treatments on wildfire and carbon stocks in several scenarios, including a single forest patch or disturbance, an entire forest landscape and multiple disturbances.

One key finding was that even a low-severity fire released 70 percent as much carbon as did a high-severity fire that killed most trees. The majority of carbon emissions result from combustion of surface fuels, which occur in any type of fire.

The researchers also said that the basic principles in these evaluations would apply to a wide range of forest types and conditions, and are not specific to just a few locations.

"People want to believe that every situation is different, but in fact the basic relationships are consistent," Campbell said. "We may want to do fuel reduction across much of the West, these are real concerns. But if so we'll have to accept that it will likely increase carbon emissions."

Key witness excused from testifying in U.S. leaks case (Reuters)

FORT MEADE, MD (Reuters) ? A key witness was excused from testifying in the case against Army intelligence analyst Bradley Manning on Sunday after he invoked his right against self-incrimination at a hearing about the largest leak of classified documents in U.S. history.

Sergeant First Class Paul Adkins invoked his right against self-incrimination as he began answering questions at a proceeding to determine whether there was sufficient evidence to court-martial the 24-year-old Manning on charges including aiding the enemy, which carries life imprisonment.

Manning is charged with downloading massive data files from the military's classified network when he was a U.S. Army intelligence analyst in Iraq, and providing them to anti-secrecy website WikiLeaks.

The defense has portrayed Adkins, at the time a master sergeant in charge of security at the facility where Manning worked, as someone who should have recognized the private's troubled emotional state and acted to revoke the security clearance that gave him access to classified U.S. documents.

Manning's attorney, David Coombs, argued that Adkins should not be excused because he was not under criminal investigation in the case, but the prosecution declined to grant him immunity to testify and he was excused.

A second intelligence analyst who worked with Manning, Warrant Officer 1 Kyle Balonek, also invoked his right against self-incrimination and was excused from testifying on Sunday. He was one of the most experienced analysts in the unit.

Coombs argued on Saturday that Manning had displayed warning signs of emotional instability before his alleged wrongdoing and struggled with his gender identity.

In one incident, Manning "got furious and upset, flipped a table during the outburst" and sent a computer crashing to the ground, Coombs said. Manning had to be restrained over fears he was headed for a weapon.

Captain Casey Fulton, an Army intelligence officer who worked in the same secure facility as Manning, testified that another time she saw him curled up on the floor with his arms around his knees as Adkins spoke to him.

SHOULD HAVE BEEN DENIED ACCESS

Fulton also testified that later that night she overheard a commotion in which Manning allegedly struck a female superior, which was also reported to Adkins and resulted in Manning being moved to work in the supply division.

As it cross-examined prosecution witnesses on Sunday, the defense team continued to suggest that Manning should not have had access to classified documents, given his emotional state.

Fulton, who used Manning in her work preparing for the Iraqi election, rejected suggestions that supervision of lower-level analysts like Manning was lax.

"It's impossible to supervise 100 percent of the time," she said. "There's a limited amount of supervisors and you can't supervise everyone at every second of the day. (You) trust that they'll safeguard the material the way they've been taught."

Sergeant Chad Madaras, who worked in the same facility as Manning during the day and used the same computer, acknowledged that soldiers regularly used classified computers to play music, movies and video games.

Those recordings, movies and video games were kept on a classified network drive - where Fulton testified first seeing a helicopter gunsight video released by WikiLeaks last year.

The video shows a 2007 U.S. helicopter attack that killed a dozen people in Iraq, including two Reuters journalists. U.S. investigators say they have found a rewritable CD with that video in Manning's possession.

Captain Thomas Cherepki, an information systems manager who oversaw networks at Manning's facility, said intelligence analysts like Manning had to have the ability to copy information from their classified machines onto discs to share data with each other and with locals.

DEFENSE FOCUS ON MENTAL STATE

"There was no technical restriction put in place by me or any of my soldiers to prevent that from happening," he said. "The only thing that would prevent that, in my view is trust that the soldier would do what's right."

The prosecution has portrayed Manning as a well-trained analyst who understood his responsibilities but violated them. The defense has tried to sidestep the question of blame and focus instead on his mental state.

Manning's brigade chief, Captain Steven Lim, on Saturday testified that Adkins had received an email in April 2010 in which Manning said he suffered from a gender identity disorder that was affecting his life, work and ability to think.

The email included a photo of Manning as a woman. Lim said Adkins did not tell him about the email until after Manning's arrest. Manning, it was disclosed during the proceedings, has created a female alter-ego online, Breanna Manning.

Manning was arrested last year after disclosing his data thefts to former hacker Adrian Lamo, who turned him in to U.S. authorities.

In Internet chats with Lamo, Manning said he would bring CDs to his workplace and load them with downloaded data from the military's Secret Internet Protocol Router Network, known as SIPRNet, Lamo told Reuters in a previous interview.

In his Web chats with Lamo, Manning appeared to acknowledge giving materials to WikiLeaks founder Julian Assange.

He wrote to Lamo: "I'm a high profile source ... and I've developed a relationship with Assange," according to details of the chats confirmed by Lamo to Reuters.

Newspaper founder killed in Russia's Dagestan (Reuters)

MAKHACHKALA, Russia (Reuters) ? The founder of a newspaper that investigated government corruption was shot dead in Russia's North Caucasus region, in what an international watchdog called "a lethal blow to press freedom."

A gunman shot Gadzhimurat Kamalov as he was leaving the offices of the newspaper Chernovik in the capital of Dagestan province shortly before midnight on Thursday, the regional Interior Ministry said.

Police said Kamalov was shot eight times and was pronounced dead on the way to hospital.

The New York-based Committee to Protect Journalists (CPJ) said journalists at Chernovik, known for reporting on corruption in the provincial administration, had been "routinely persecuted for their work".

"The assassination of Gadzhimurat Kamalov is a massive loss for independent journalism in the North Caucasus, Russia's most dangerous place for reporters," the advocacy group's regional coordinator Nina Ognianova said in a statement.

Russian journalists who investigate corruption face serious risks, particularly in the provinces, where authorities are less likely to face scrutiny over attacks on journalists.

Predominantly Muslim Dagestan is plagued by violence stemming from an Islamist insurgency rooted in the 1990s separatist wars in neighboring Chechnya as well as conflicts over business and political power.

There have been 19 unsolved murders of journalists in Russia since 2000, including the 2006 killing of Kremlin critic Anna Politkovskaya, according to the CPJ.

It lists Russia as eighth on its "Impunity Index", a list of states where journalists are killed regularly and governments fail to solve the crimes.

Polish lawmakers debate nation's EU future (AP)

WARSAW, Poland ? Poland's prime minister defended his government's support for greater integration in the European Union during a lively parliamentary debate Thursday on the country's relationship with the crisis-ridden bloc.

The heated exchanges reflected how deeply attempts to solve the eurozone debt crisis are shaping public debate even in EU states not using the common currency. Hungary and Czech Republic, two other non-eurozone countries, raised the stakes Thursday by declaring that they would not join any new treaty if that means giving up their countries' independent tax policies.

In Poland, the crisis has sparked a debate on whether to cede more power to Brussels to prevent future financial cataclysm, causing fears the nation could lose some of its cherished sovereignty. It's a highly emotional issue in a country that lost its independence to Germany and Russia at several points in past centuries, regaining it only with the fall of communism in 1989.

The debate in Poland's parliament came ahead of a confidence vote on Foreign Minister Radek Sikorski, who outraged Polish nationalists by calling in Berlin last month for deeper political integration in Europe as a way of preventing future debt crises.

Sikorski is expected to easily survive the vote, which was called for by the opposition Law and Justice party of Jaroslaw Kaczynski, which can't muster a majority.

Kaczynski has sharply criticized Sikorski and the government for wanting to give EU institutions greater administrative control over member's finances, arguing that such a move would erode Poland's sovereignty and national interests.

Kaczynski and his supporters believe the EU demands too much uniformity, and they remain suspicious of Germany, which is playing an increasingly dominant role in guiding Europe through the financial crisis. Kaczynski and some party members wore small Polish flags pinned to their lapels.

Tusk's pro-EU government, however, believes that Poland's future depends on the EU, which has spurred massive investment and economic growth in Poland since it joined the bloc in 2004.

"We definitely need a strong Europe," Tusk told lawmakers. "And that calls for our constant presence, also at a time when the eurozone is thinking about mending itself."

Tusk argued that his nation would face a bleak future outside the union.

"The future of the European Union is in practice synonymous with Poland's future," Tusk said.

Another party leader, the left-wing Janusz Palikot, challenged Kaczynski and his nationalistic followers. Wearing a prominent EU flag on his jacket, he said he would prefer to live among the Germans or French than them ? prompting several of them to leave the chamber in protest.

Poland has a long and troubled history of warfare with its western neighbor Germany, but today the two nations are strong allies and important trade partners.

GOP candidates criticize judicial system

(AP) ? Newt Gingrich is promoting his plan to abolish left-leaning courts, and Rick Perry wants to do away with lifetime appointments for judges.

The Republicans seeking their party's presidential nomination uniformly criticized "judicial activism" at Thursday night's debate, and they pledged to appoint conservative judges.

Michele Bachmann says that both the White House and Congress have failed to keep judges in check and that the people need to take back power.

However, Ron Paul says that Gingrich's suggestion to subpoena judges before Congress or abolish whole courts goes too far.

(AP) ? Former FIFA President Joao Havelange has resigned from the IOC, just days before the longtime Brazilian member faced suspension from the Olympic body in a decade-old kickback scandal stemming from his days as the head of world soccer, The Associated Press has learned.

The 95-year-old Havelange ? the IOC's longest-serving member with 48 years of service ? submitted his resignation in a letter Thursday night, according to a person familiar with the case. The person spoke to the AP on Sunday on condition of anonymity because Havelange's decision has been kept confidential.

The move came a few days before the International Olympic Committee's ethics commission was due to recommend heavy sanctions against Havelange in the case involving FIFA's former marketing agency ISL.

Havelange, an IOC member since 1963, has been under investigation by the ethics commission for allegedly receiving a $1 million payment from ISL. Two other IOC members, IAAF President Lamine Diack and African soccer official Issa Hayatou, are also under investigation but face much lesser penalties.

A two-year suspension, or even possible expulsion, for Havelange was expected to be considered at Thursday's IOC executive board meeting in Lausanne, Switzerland. With his resignation, the ethics case against him is expected to be dropped.

Havelange, a former Olympic swimmer and water polo player, served as FIFA president for 24 years before being succeeded by Sepp Blatter in 1998. He remains honorary president of FIFA.

The ethics case stems from a BBC documentary last year into kickbacks allegedly paid by ISL, which owned World Cup television rights and collapsed with debts of $300 million in 2001.

Citing Swiss court documents, the BBC's Panorama program alleged that Havelange took a $1 million payment from ISL. Hayatou and Diack, who were not IOC members at the time of the scandal, were also identified as receiving money.

The ISL case was the subject of a Swiss criminal trial in 2008. FIFA has blocked the court in Zug from revealing which officials repaid $6.1 million in kickbacks. The officials repaid the money on condition that their identities remained anonymous.

Ricardo Teixeira, Havelange's former son-in-law and head of Brazil's 2014 World Cup organizing committee, was also identified by the BBC as having received payments. Teixeira is not an IOC member. Brazilian federal authorities are seeking the Swiss documents to investigate possible money laundering.

Britain's Daily Mail newspaper reported Saturday that Havelange was "expected" to resign from the IOC before the ethics commission ruling.

Blatter, who is also an IOC member, said in October that FIFA's executive committee would "reopen" the ISL dossier at a Dec. 16-17 meeting in Tokyo as part of a promised drive toward transparency and zero tolerance of corruption.

Hayatou and Diack face likely warnings or reprimands ? not formal suspensions ? from the IOC for conflict of interest violations in the ISL affair.

Hayatou, an IOC member since 2001 and Africa's top soccer official, reportedly received about $20,000 from ISL in 1995. He has denied any corruption and said the money was a gift for his confederation.

Diack said he received money after his house in Senegal burned down in 1993. Diack, who was not an IOC member at the time, has said he did nothing wrong and is confident of being cleared.

The ethics commission will make recommendations to the executive board, which will impose any sanctions.

Havelange is the first member to resign from the Olympic body in an ethics case since former IOC vice president Kim Un-yong of South Korea stepped down in 2005 rather than face expulsion. Kim had been previously suspended in connection with corruption charges in South Korea.

IOC President Jacques Rogge, elected in 2001, has pursued a tough line against any ethics violations.

Ruben Acosta, the former president of the international volleyball federation, resigned from the IOC in 2004, two days before the ethics commission was due to recommend his possible expulsion for alleged misuse of Olympic funds.

Four IOC members resigned in 1999 after being implicated in the Salt Lake City bid scandal. Six others were expelled for accepting cash, gifts, scholarships and other improper benefits during Salt Lake's winning bid for the 2002 Winter Games.

Bulgarian member Ivan Slavkov was expelled in 2005 for alleged Olympic corruption. Indonesia's Mohamad "Bob" Hasan, who was jailed in a scam involving a forest-mapping project in the 1990s, was kicked out in 2004.

Since the Salt Lake scandal, the IOC enacted a series of reforms, including establishment of the ethics commission, tighter anti-corruption rules and a ban on member visits to bid cities.

Israel has identified eastern Africa as an important strategic interest and is stepping up ties with nations in the region in a joint effort to control the spread of Islamic extremists, officials said Thursday.

In effect, Israel would become a player siding with Christian-led African nations in conflicts with Muslim movements, a fault line that has sharpened around the continent in recent years.

Israeli moves come as the United States as well has hiked up military support for African governments, in large part to combat al-Qaida-linked groups.

Israel's Prime Minister, Benjamin Netanyahu, hosted the leaders of Uganda and Kenya earlier this week, following a meeting at the United Nations in September with the president of the newly liberated South Sudan, the mainly Christian and animist nation that gained independence from Muslim Arab-led Sudan in July.

The outcome of the meetings - and the extent of Israel's moves to ally with the Africans - remains murky. Kenya's leader went so far as to say Israel promised to provide security assistance to his country to help protect its borders Israeli officials say such claims are premature, but say an alliance with Kenya and other eastern African countries is natural.

Amid fire scare, GM willing to buy back Volts

General Motors will buy Chevrolet Volts back from any owner who is afraid the electric cars will catch fire, the company's CEO said Thursday.

In an exclusive interview with The Associated Press, CEO Dan Akerson insisted that the cars are safe, but said the company will purchase the Volts because it wants to keep customers happy. Three fires have broken out in Volts after side-impact crash tests done by the federal government.

Akerson said that if necessary, GM will recall the more than 6,000 Volts now on the road in the U.S. and repair them once the company and federal safety regulators figure out what caused the fires.

"If we find that is the solution, we will retrofit every one of them," Akerson said. "We'll make it right."

The fires happened seven days to three weeks after tests performed by the National Highway Traffic Safety Administration. And GM has said there's no threat of fires immediately after crashes. GM also has said that no Volts involved in real-world crashes have caught fire.

Still, NHTSA has opened an investigation into the fires and has asked other companies that make electric cars for battery testing data. NHTSA said the safety testing hasn't raised concerns about electric vehicles other than the Volt.

"The fire broke out seven days later. Not seven minutes. Not seven seconds," Akerson said, adding that the company wants to fix the problem so people continue to have faith in Volts and other advanced technology cars. The company is notified of any Volt crash through its OnStar safety system and dispatches a team with 48 hours to drain the battery, preventing fires, he said.

"I think in the interest of General Motors, the industry, the electrification of the car, it's best to get it right now than when you have ? instead of 6,000 ? 60,000 or 600,000 cars on the road," he said.

The NHTSA testing, Akerson said, intruded into the Volt's battery pack by four to five inches, beyond the normal testing standard of about two inches. Then the cars were rotated 360 degrees to simulate a rollover crash. He said anytime there's a new technology introduced like the Volt, problems will arise. GM is dedicated to fixing them.

He conceded that the fires may cause some potential buyers to shy away from the Volt. But he added that GM is trying to get the message out that they happened only after extreme tests. Akerson also stressed that standard gas engine cars also have problems with fires after crashes.

The Volt can go about 35 miles on battery power before a small gasoline generator kicks in to keep the car running. The car can be recharged with a standard home electrical outlet.

The Nissan Leaf, a fully electric car and the Volt's main competitor, has not had any similar fires after crash tests or real-world crashes, Nissan said.

The Leaf battery is cooled by air rather than a liquid used to cool the Volt battery.

Akerson said investigators are looking at spilled coolant as one possible cause of the fires, although he said the coolant itself did not catch fire. Investigators are looking at everything from circuit boards to the way the battery cells are packaged into the Volt's larger T-shaped battery pack, he said.

Investigators have some promising leads but no conclusions yet, Akerson said.

GM doesn't expect many Volt owners to return their cars, given feedback from customers thus far, said spokesman Rob Peterson.

Earlier this week GM offered loaner cars to all Volt owners until the cause of the fires is found and fixed. So far, Akerson said 16 Volt owners have inquired and only two have taken the loaners.

Merkel: Financial crisis solution to 'take years' (AP)

BERLIN ? German Chancellor Angela Merkel flatly rejected any quick-fix ideas to try to resolve the European financial crisis, telling lawmakers Friday that treaty changes and stricter controls were the only path forward ? and that the process could take years.

Merkel and French President Nicolas Sarkozy are pushing for a reorganization of existing European Union regulations, which they is needed to prevent the eurozone from breaking apart.

In laying out to the lower house of Parliament plans she will take to a Dec. 9 EU summit in Brussels, Merkel insisted the 17 nations who use the euro currency need to take measures to restore market confidence. She added that eurozone financial regulations had been violated too frequently.

"The German government has made it clear that the European crisis will not be solved in one fell swoop..." she said. "It's a process, and this process will take years."

She reiterated her objection to so-called eurobonds, telling Parliament that jointly backed government debt across the eurozone is no solution.

The discussion about eurobonds "does not contribute to the resolution of the crisis," she said. Instead, she said, the eurozone needs a new "stability union" with stronger fiscal controls and debt regulations.

The German leader said her goal, together with Sarkozy's, is to change European treaties "to avoid a splitting of the eurozone and non-eurozone members," through a strengthening of EU institutions.

Sarkozy called Thursday for "refounding and rethinking the organization of Europe."

GOP: Offsetting cuts must cover payroll tax relief (AP)

WASHINGTON ? Any extension of this year's payroll tax cut must be paid for with savings from elsewhere in the budget, House Speaker John Boehner said Wednesday.

Boehner's comment meant that House and Senate Republicans are united in demanding that any eventual measure, which could cost over $100 billion, not add to the federal deficit. It also suggested that President Barack Obama and Congress would have to find mutually acceptable savings before any extension could become law.

The current tax cut expires Jan. 1.

Republicans have previously expressed a willingness to try compromising with Obama on ways to create jobs, including renewing the payroll tax cut. But Boehner stopped short of predicting that the two sides will reach agreement on extending this year's 2 percent reduction in the 6.2 percent payroll tax that workers pay or enlarging it, as Obama and many Democrats want.

"If in fact we can find common ground on these extensions, I think you can take to the bank the fact that they will be paid for," Boehner told reporters.

Mirroring Obama's proposal, Senate Democrats have introduced symbolic legislation extending the reduction for another year and enlarging it to 3.1 percent.

It faces certain defeat because Republicans oppose the way Democrats would pay for it: A permanent 3.25 percent surtax on incomes exceeding $1 million beginning in 2013.

The Democratic bill would also halve the 6.2 percent payroll tax that employers pay on their first $5 million of payroll costs next year. In an effort to encourage hiring, they would also completely eliminate the levy on some payroll increases this year and next.

Obama's proposal for 2012 would cost an estimated $265 billion. This year's narrower payroll tax reduction cost an estimated $112 billion.

Senate Minority Leader Mitch McConnell, R-Ky., said Tuesday that Republicans favor simply extending this year's 2 percent tax cut for workers for another year. Senate Republicans are expected to announce Wednesday how they would pay for it.
